An app is a subscription, not a purchase. Two operating systems change every year, stores change their rules, and a build that is left alone for eighteen months stops installing. The build quote is the smaller half of the decision.
Cross-platform is the right default for most business apps: one team, one codebase, and a gap from native that has narrowed to things most products do not need. Native earns its cost when the product lives in the parts of the phone that differ, such as sustained camera work, background location, or tight integration with platform features.
A studio that answers this question the same way every time is answering from its staffing, not from your product. Ask what would change their mind.
Store accounts, certificates, review turnaround, forced SDK upgrades, and two annual OS releases that break something. This work is small each month and constant, and it does not stop while you decide whether to fund it.
Agree who holds the developer accounts before the first submission. Recovering an app from a former supplier is possible and unpleasant, and always happens at the worst moment.
Hourly bands commonly quoted in the city, except the retainer, which is monthly. Maintenance is the line most often missing from a first budget.
